Thailand-Belgium Health and Medical Collaboration: A New Horizon for Retirees and Tourists
In an exciting development that could significantly enhance the healthcare experience for Belgian retirees and tourists in Thailand, the Thai Ministry of Public Health is exploring a groundbreaking collaboration with the Belgian Health Insurance Fund. This initiative could allow Belgian citizens residing in or visiting Thailand to access medical services at Thai government hospitals, with costs reimbursed through their health insurance back home.

On August 27, 2024, a high-level meeting was held at the Office of the Permanent Secretary, Ministry of Public Health in Nonthaburi Province, marking a significant step towards formalizing this collaboration. Dr. Opas Karnkawinpong, the Permanent Secretary of the Thai Ministry of Public Health, led the discussions with Mrs. Sarah Gasquard, Chargé d'Affaires of the Royal Belgian Embassy in Thailand. The meeting also included key figures such as Dr. Chakkarat Pittayawonganon, a senior physician specializing in preventive medicine, Mr. Koenraad Du Pont, the First Secretary, and Mr. Phillip Athanasulias, Consul of the Belgian Embassy.
 
A Memorandum of Understanding in the Making
The primary focus of the discussions was to explore the feasibility of establishing a Memorandum of Understanding (MoU) between Thailand and Belgium. This MoU would pave the way for Belgian retirees, estimated to be around 3,600 in Thailand, as well as Belgian tourists, to receive medical treatment at Thai state hospitals under the Office of the Permanent Secretary, Ministry of Public Health. The proposed agreement would allow these individuals to have their medical expenses reimbursed through the Belgian Health Insurance Fund.
 
Dr. Opas emphasized that this collaboration aims to ensure that Belgian citizens in Thailand can access medical care promptly and receive financial support for their treatment through their existing insurance. "The creation of this MoU will mark a significant step in bilateral cooperation, ensuring that Belgians in Thailand receive comprehensive healthcare services, with payments handled according to the fund's regulations," Dr. Opas stated.
 
The Path Forward: Forming a Working Group
To bring this initiative to fruition, Dr. Opas announced the formation of a dedicated working group comprising representatives from various relevant agencies. This group will include officials from the Ministry of Public Health, the Ministry of Foreign Affairs, the Ministry of Tourism and Sports, and other stakeholders. Their task is to finalize the details of the MoU and schedule further meetings with the Belgian Embassy to iron out the specifics. The goal is to have a final agreement in place by the end of the year.
