The outbreak's genesis can be traced back to a 35-year-old female inmate exhibiting influenza-like symptoms, subsequently diagnosed with COVID-19 upon admission to Prachuap Khiri Khan Hospital due to disease severity. Subsequently, a male inmate also tested positive during a routine transfer on the same day, highlighting the virus's swift transmission within the prison environment.
Mobilizing Resources: Formation of the Emergency Operations Centre (EOC)
Recognizing the urgency of the situation, Dr Opas Karnkawinpong from Thailand’s Ministry Of Public Health COVID-19 Taskforce and other public health officials mobilized resources to establish an Emergency Operations Centre (EOC). This centralized hub became instrumental in orchestrating containment strategies, conducting widespread testing, and coordinating response efforts to mitigate the outbreak's impact.
Screening and Confirmation: The Magnitude of Infections
A comprehensive screening initiative using antigen test kits revealed alarming numbers - out of 1,906 inmates and 85 prison officials screened, 70 inmates and 9 officials tested positive for COVID-19. Rising COVID-19 Infections Across Thailand.
According to latest data released by the Ministry of Public health officials from the Department of Disease Control, there were about, 630 new Hospitalized COVID-19 cases and five COVID-19 deaths during March 17–23, representing a rising trend. Of these
new hospitalized cases, 222 suffered from severe pneumonia, with 74 requiring endotracheal intubation, it said, noting the accumulated cases and deaths so far this year stand at 6,238 and 60, respectively.

Thailand does not report on actual number of COVID-19 infections nor about the number of COVID-19 test conducted or even about test positivity rates, making all data released totally non-reflective of the actual COVID-19 spread in the community.
Private hospitals across the country are however reporting a rise in both COVID-19 inpatient admissions as well as outpatient visits.
